2008-12-12 · Despite a growing number of case studies of successful securitization and desecuritization processes, scholars have retained the statist view of securitization: actors identify an existential threat that requires emergency executive powers, and, if the audience accepts the securitizing move, the issue is depoliticized and is considered a ‘security’ issue outside the rules of normal politics.

Securitization is the process by which certain issues become labeled as security issues, and it has played a large role in molding a number of international security policy areas since the Cold War. Securitization in international relations is the process of state actors transforming subjects into matters of "security": an extreme version of politicization that enables extraordinary means to be used in the name of security. For example, traditional approaches assume that war is unavoidable and a reoccurring element of international relations. This is because by nature the international system of states is anarchic (Seldon 2010:406) whereas securitization theory believes that threats are self-referential and so the war cannot be inevitable (Buzan 1983:30). In combining securitization theory and SIA, this article makes significant contributions not only to our understanding of the mechanisms behind democratic security, but also securitization theory, the social identity approach, and international relations more generally. The negative securitization of a referent is asserted to be carried out through the unchallenged analysis of securitization processes which have emerged through relations of exclusion and power. It then offers a critical understanding and application of securitization studies as a way of overcoming the identified normative dilemma.
